Is a flue cover same as a terminal guard or flue cap?

A terminal guard is usually a protective cap placed at the end of a flue to prevent tampering when the flue is placed within easy reach. A boiler flue cover is placed over the flue and especially useful if your flue is short and your boiler is susceptible or prone to rain ingress and help mitigate potentially costly water damage to your boiler.
